Hurricane Henriette Features 10-Mile-High Thunderstorms

Hurricane Henriette, churning across the Pacific as a Category 2 storm, was spotted by NASA's Tropical Rainfall Measuring Mission (TRMM) satellite on Aug. 6, with thunderstorms whose tops extended 10 miles (16 kilometers) up in the atmosphere.

Henriette first formed as a tropical depression in the Eastern Pacific on Aug. 3, just behind Tropical Storm Gil. As Gil faded, Henriette strengthened into a tropical storm, then a hurricane. While it has reached Category 2 status, it is expected to weaken soon, according to the latest forecasts from the National Hurricane Center in Miami.

The hurricane's 10-mile-high thunderstorm clouds aren't unexpected for a strong storm ? the stronger the storm, the higher its clouds reach in the atmosphere. These high clouds tend to be the ones that drop the most rainfall during a storm. TRMM measured the rainfall rate from thunderstorms near Henriette's center to be about 2.2 inches (5.5 centimeters) per hour.

The TRMM team at NASA's Goddard Space Flight Center in Greenbelt, Md., used the data the satellite took to create 3D images of the storm that clearly show the tall thunderclouds, which are known as "hot towers," because of the intense latent heat released by the storms as water condenses in them.

Henriette isn't expected to be a threat to land, as it is far out at sea, about 1,100 miles (1,780 kilometers) east of Hilo, Hawaii, and moving westward.

While the Eastern Pacific has seen much storm activity over the last few weeks, the Atlantic basin has been quiet. The busiest part of the Atlantic hurricane season is typically mid-August through September. The next storm to form in the Atlantic will be named Erin.

Currys and PC World now offer same-day delivery to impulsive UK tech shoppers

Brits who can't stand waiting for gadget purchases can swing by a Currys or PC World to pick them up immediately, but that also requires the hassle of visiting a big-box store. As of today, impulse buyers won't have to brave that gauntlet: both Currys and PC World are offering same-day delivery for online orders. UK residents buying small gadgets from either shop before 9:30AM can spend £15 ($23) to have the goods reach their door by 10PM that night. The stores are also offering Sunday afternoon deliveries at similar pricing, and the £5 ($8) next-day option now includes all orders made before midnight. Extra-speedy shipments are initially limited to those in greater London and a handful of other post codes, but the retailers promise wider availability in the near future.

California, however, has several cities looking very expensive at the moment, and California housing trends can often be a bellwether for what's to come across the rest of the country. Richmond City Baseball?s Bantam AAAs enter provincials as top seed

Winning the mental game will be the Richmond Chuckers? toughest challenge at this week?s provincial Bantam AAA baseball championship beginning Thursday in Kamloops.

After sewing up Richmond?s first regular season pennant since 2008 with an 8-0 final-game victory over White Rock last week, a result that enabled the Chuckers to finish a game up on the Cloverdale Spurs and Vancouver Mounties with a record of 32 wins and seven losses, they?ll now need to find a way of dealing with being the favourites. It won?t be easy, but veteran skipper Alex Klenman and his coaching staff have implemented several strategies he hopes will help.

?A lot of teams like to play with the underdog label and we can?t do that,? he says. ?But it?s kind of nice we weren?t underdogs all year and usually faced the other team?s top pitchers. We tried to give our guys experience playing under that kind of pressure and they were able to answer the majority of those challenges successfully. To win in the post-season you need to play relaxed and confidently.?

Further, Klenman and his colleagues also recognize the marriage between being physically and mentally ready to play. For the last six weeks the Chuckers have been advised to maintain regular sleep and eating patterns in hopes of giving them their best chance of performing at a peak level during provincials.

There were a few times during the season when the Chuckers lost their focus and dropped the second game of doubleheaders by not being fully invested mentally. But Klenman is hoping his players have learned from those hiccups and able to appreciate every game at the provincials will be important.

Richmond will also have to deal with a new provincial format in which the top five teams will play in one round-robin pool and the teams seeded six through 10 in another. Three teams will advance from the first pool and one from the second.

?It?s called a meaningful game format,? explains Klenman. ?The format is used at nationals and the Canada Cup (under-17 nationals), with the idea being that small provinces like Prince Edward Island don?t always lose to the likes of Ontario and B.C. The same idea applies here. They?re trying to make Bantam AAA more accessible and one way of doing that is not having to face a much higher seeded team right off the bat.?

The change will challenge the Chuckers, who?ll have to face a pair of top-five teams on opening day?Tri-City Indians (26-13 and fifth doing the regular season) at 10:30 a.m. and the Cloverdale Cubs (31-8 and second during the season) at 4 p.m. Given the importance of winning the first game, chances are the Chuckers may have already used their top pitcher by the time they face the Cubs in the nightcap.

The provincial championship will continue through BC Day (Monday, Aug. 5) in Kamloops.

Obamacare = 198% Increase in Georgia Health Insurance Rates

A recent trend in the naming of legislation is to include the purported benefits in the title, hence, the ?Patient Protection and Affordable Care Act??aka Obamacare. Unfortunately, experience has shown that many legislation titles tend to be diametrically opposed to reality, as in the ?paperwork reduction act.?

Consequently, it came as no surprise that Ralph Hudgens, Georgia?s Insurance Commissioner, has asked for a 30-day delay in approving plans submitted by seven insurance companies. In his request to Kathleen Sebelius, Secretary of the US Department of Health and Human Services, Hudgens stated, ?In complete contradiction to every promise made by the President with regard to the Patient Protection and Affordable Care Act (?PPACA?), insurance companies in Georgia have filed rate plans increasing health insurance rates up to 198 percent for some individuals.

Georgia consumers cannot afford these massive rate increases. For their protection, I am requesting that you grant an emergency 30 day delay of the July 30, 2013 deadline for our department to approve these increases. In addition, I am requesting that your Department show cause why these massive requested rate increases ate not justified under PPACA. I am asking that you answer this emergency request by close of business, July 30, 2013.?

Georgia Senate President Pro Tem David Shafer also voiced concerns about the Obamacare-instigated rate increases. ?Notwithstanding the President?s many assurances to the contrary, I have always suspected that Obamacare would lead to higher health insurance rates,? Shafer said. ?But the rate increases pending before the Georgia Insurance Department are absolutely staggering in magnitude.?

Shafer isn?t a Johnny-come-lately to health insurance issues. Previously, he served as Deputy State Insurance Commissioner and Vice Chair of the Senate Insurance and Labor Committee.

According to ACA proponents (mostly Democrats), Hudgens and Shafer are wrong about the legislation creating massive increases in premium costs. As proof, they cite a Washington Post headline: ?Maryland issues insurance rates that are among the lowest in the U.S.? What the headline fails to address is the fact that in spite of the comparatively lower rates (compared to other states) health insurance premiums in Maryland would increase up to 25%, compared to 2013 rates.

That increase was noted in a Baltimore Sun article, which stated: ?Marylanders who buy health insurance on a state exchange under health reform could see their premiums jump as much as 25 percent under rates approved by state regulators, but those increases are less than insurers sought.

Maryland Insurance Commissioner Therese M. Goldsmith approved premium increases Friday for nine insurance companies who applied to sell plans to individuals through a state exchange, called Maryland Health Connection, established under health reform.

The rates were significantly lower than what insurance companies had requested, but still higher than the 6 percent to 7 percent annual premium increase that is typical across the country. Insurers said they were seeking the increases to cover the uncertainty of new costs associated with health care reform.?

When you cut to the chase, you find that claimed health insurance premium rates aren?t necessarily what individuals will pay. Federal tax subsidies will help offset costs for some individuals. Maryland officials estimate that approximately 75% of the people buying health insurance through the state exchange will receive ?federal assistance? in one form or another. If you?re confused as to the source of the dollars used for ?federal assistance?, consult your income tax return, or (if your stomach is naturally strong) the current national debt.

In a number of states, insurance premiums are claimed to be significantly lower than predicted by the Congressional Budget Office, which raises questions regarding the massive increases noted by Georgia?s Insurance Commissioner. Without question, actuarial assessments, state regulations, and enrollment levels vary from state to state and influence ultimate rates. That influence has obviously not been beneficial to residents of Georgia.

U.S. says visas from gay spouses will get equal treatment

LONDON/WASHINGTON (Reuters) - U.S. officials paved the way on Friday for same-sex spouses to visit or live in the United States, announcing the State Department will give equal treatment to visa applications of gays and lesbians who want to travel with their partner.

Secretary of State John Kerry, announcing the measure at the U.S. embassy in London, said the shift will allow the department to start processing requests from married gay couples the same way it handles those from heterosexual spouses.

"As long as a marriage has been performed in the jurisdiction that recognizes it, then that marriage is valid under U.S. immigration laws. Every married couple will be treated exactly the same, and that is what we believe is appropriate," Kerry said.

The move, which follows similar action last month by U.S. immigration officials, would help U.S. citizens live and travel with their same-sex spouse in the United State as well as allow married couples from other countries to visit the United States.

It will mostly affect married gay couples overseas, gay rights advocates said. For example, if one spouse has a visa to travel to the Unites States for work or study, their spouse can apply to come along.

It would also help gay Americans living in other countries bring their spouse to the United States, they said.

"This is exciting news for couples who are living abroad," said Victoria Neilson, legal director for the advocacy group Immigration Equality.

The move comes after the Obama administration urged all U.S. agencies to review their polices after the U.S. Supreme Court in June struck down a key part of the federal law that defined marriage as between a man and a woman.

U.S. immigration law requires visa travel documents for those who want to live in the United States permanently or to stay temporarily.

In July, the Department of Homeland Security said its U.S. Citizenship and Immigration Services (USCIS) would begin reviewing petitions filed on behalf of same-sex spouses the same way as those for spouses in heterosexual marriages.

Friday's announcement by the State Department gives U.S. embassies and consulates around the world the same power to do so on applications filed overseas.

"If you are the spouse of a U.S. citizen, your visa application will be treated equally. If you are the spouse of a non-citizen, your visa application will be treated equally. If you are in a country that doesn't recognize your same-sex marriage, then your visa application will still be treated equally at every single one of our 222 visa processing centers around the world," Kerry said.

Fifteen countries outside the United States recognize same-sex marriage, according to Immigration Equality.

STAR India in Deal for Olympic Games Coverage

LAUSANNE: STAR India has scored the rights to carry the upcoming 2014 Winter Olympics from Sochi and the 2016 Summer Olympics from Rio across seven South Asian countries.

The deal with the International Olympic Committee (IOC) also covers the Summer Youth Olympic Games, taking place next year in Nanjing, China. STAR India has the free to air, pay TV, Internet and mobile rights for Bangladesh, Bhutan, India, the Maldives, Nepal, Pakistan and Sri Lanka. In 2012, the Olympics were broadcast in India on state broadcaster Doordarshan.

?We welcome the opportunity to work with STAR India for the upcoming editions of the Olympic Games and Youth Olympic Games," noted IOC's president, Jacques Rogge. "We are confident they will do a great job providing the best possible broadcast coverage of the Games, on a variety of platforms, to the largest possible audience in the seven different countries.?

Richard Carri?n, chairman of the IOC's finance commission, said the STAR India deal marked a shift in the organization's handling of broadcast rights in Asia. ?Traditionally the IOC has negotiated broadcast rights on a pan-Asian basis; however, the media landscape is changing and we have adapted our approach recently by negotiating directly in certain markets. We are very pleased to have reached this agreement directly with STAR India.?

For the 2012 games, the IOC had a pan-Asian free-TV deal with the Asia-Pacific Broadcasting Union and a pay-TV deal with the now defunct ESPN?STAR?Sports.

??Nitin Kukreja, the head of sport business for STAR India, added, ?The Olympic Games remain the pinnacle of sporting achievement where the world's best in various disciplines face off for the title of Olympic champion. Indian athletes have also performed admirably over the last few editions, which is evident in the medal-winning performances that we have come to admire. We value our partnership with the IOC and feel that this spectacular extravaganza can be taken to even greater heights in India on both television as well as on digital platforms.???

Elsewhere in the region, deals for the 2014 and 2016 games were previously concluded with CCTV?in China, SBS in Korea and a consortium of broadcasters in Japan.

Built partly by nationwide donations through Puzzle Them Home and by Herriman-based Huish Construction and other local businesses, the home features light switches and sinks that are lower to the ground to accommodate Sophi, who was born without arms; an elevator for Cali, who uses a wheelchair due to spina bifida; and a special safe playroom for Elli, who is blind and autistic.

The Greens? previous 2,600-foot-square home was too small for their three biological children and six special-needs children adopted from China.

Online contributions are still being accepted at puzzlethemhome.org to help the family pay down their mortgage.

4 Vital System Tools Every Windows User Should Know About

Not sure why your computer keeps crashing? Investigate ? all while getting to know your Windows system better ? using built-in tools that come with Windows. If you?ve been afraid to poke around your system and figure out how to maintain it, don?t fear: it?s simpler than you think.

There are plenty of articles on this very site pointing out third-party tools for maintaining your Windows system. What we occasionally overlook, however, are the tools Windows provides out of the box for doing the same things. Sure, they may be less feature-filled than some of the downloadable options ? but they do the job, and are generally not hard to use. Whether you need to quickly check a friend?s machine for problems or look over your own, knowing where to find tools for scanning your hard drive and memory can?t hurt ? and neither can some basic diagnostic tools.

This list is by no means definitive, but it does point to tools essential for anyone hoping to solve problems on a Windows system.

Task Manager

Is your computer suddenly slow? There?s probably a new, or recently upgraded, app that?s using up way too many system resources. Find out which one it is and shut it down with Task Manager, an app every aspiring Windows expert should learn to use.

What It Does

• Shows an overview of resource usage, broken down by process.

• Allows you to force any application to quit, necessary when an application simply won?t close.
• Shows overall system performance, from CPU to Memory to the network. Perfect if you want to know which bottleneck is slowing down your system ? and what you should perhaps look into upgrading.

• In Windows 8, allows you to control which apps do and do not load at system startup.
• In Windows 8, shows you which users are using up the most resources

How To Find It

The easiest way to start up Task Manager, in every version of Windows, is a simple keyboard shortcut: Ctrl + Shift + Esc. Alternatively, you can use Alt + Ctrl + Delete, then select Task Manager.

You?ll also find Task Manager in the Start Menu, under Accessories, for Windows 7 and earlier. Windows 8 users can search for the program using the Search gem.

What It Does

• Checks your RAM for errors, so you know when to replace a stick.
• Lets you know which memory modules have problems so you know what to replace.

How To Find It

In Windows 7, you?ll find the Memory Diagnostic under Administrative Tools in the Start Menu.

Windows 8 users can find the application in the Control Panel, under Administrative Tools. Either way you?ll need to restart your computer in order to use the program ? Windows cannot scan memory that?s currently in use.

Scan Hard Drive

Is your hard drive slower than it used to be, or louder than before? The storage in your computer is surprisingly mechanical, regularly spinning at speeds between 4,000 and 15,000 RPM. Hard Drives can, and ultimately will, break down ? and you can find out what state your drive is in by scanning it with a tool called Check Disk.

What It Does

• Checks your drive for bad sectors, possibly recovers files stored on them.
• Automatically fixes file system errors that could be causing crashes.

How To Find It

Right-click your hard drive in Windows Explorer. Click the Tools tab, then click ?Check Now? under Error-checking. From here you can automatically fix file system errors, scan for bad sectors, or both.

If the disk you?re scanning is in-user, you?ll be prompted to restart your computer and scan before startup.

Device Manager

Is one of the devices plugged into your computer not working? It might be lacking the drivers it needs. Happily, there?s a place in Windows to check.

What It Does

• Lists every piece of hardware connected to your computer ? built into the computer or plugged in via USB
• Show which devices currently lack drivers ? yellow question mark icon ? or aren?t functioning properly ? red X icon.
• Allows you to manually install drivers, if you know where to find them.
• Attempts to find online drivers for a variety of devices (though this usually doesn?t work)

If you were a die-hard Kickstarter supporter of OUYA, you might have had your feelings hurt to know the Android console was actually available for retail before you got yours in the mail. If you're a student or teacher looking to expand your horizons in foreign lands this coming semester, the last thing you need is an astronomical phone bill thanks to those nasty roaming charges. AT&T aims to lend a helping hand with a new international roaming plan designed exclusively for those participating in study abroad programs. Launching August 9th, the plan consists of two packages -- the $60 a month option includes 250 minutes, 250 outgoing messages and 250MB of data, while the $90 option gives you 400 minutes, 400 outgoing messages and 400MB of data plus 1GB of hotspot use on qualifying devices. It's still not exactly cheap, but the Study Abroad plan is a decent option if you want to keep your existing AT&T number as you go globetrotting. Ruth Bader Ginsburg: 'I Think Now I Am The Hardest-Working Justice'

Supreme Court Justice Ruth Bader Ginsburg has no doubt about how well she does her job.

In an interview with USA Today, Ginsburg said she's "the hardest-working justice" on the Supreme Court today.

"I think now I am the hardest-working justice. I wasn't until [Justice] David Souter left us," Ginsburg said.

Ginsburg said in July she would resist pressure to retire anytime soon, saying she's in great health and eager to work.

Ginsburg, who has served on the High Court since 1993, revealed why she thinks this Supreme Court will "go down in history."

"The court has the reputation of being conservative, but if you take activism to mean readiness to strike down laws passed by Congress, I think the current court will go down in history as one of the most active courts in that regard," Ginsburg told USA Today.

Ginsburg also opened up about Sonia Sotomayor and Elena Kagan, the two other women currently on the Supreme Court, praising them for their work.

"The women are not shrinking violets," Ginsburg said. "They more than hold their own."

Ginsburg touched on her personal life as well, revealing she keeps in shape with personal trainer Bryant Johnson with two workouts a week.

"Even though I tend to get consumed by my work and won't let it go -- that's why I work long hours into the night -- when it's time to be with Bryant, everything stops and I go down to the gym," Ginsburg said.

Ginsburg recently spoke more about her love of the opera, admitting she can't sing but saying she "can be a great diva" in her dreams.
