Online Gaming Signed Into Law in New Jersey

Gov. Chris Christie Feb. 26 signed legislation legalizing Internet gambling through the Atlantic City casinos. The state legislature passed the bill just a few hours earlier.

The law includes changes sought by Christie, including a 10-year trial period for online gaming and a tax of 15% rather than 10%. There are no provisions in the law for horse racing in New Jersey to benefit from online gaming.

New Jersey became the third state in the nation to legalize gambling on the Internet. The lawmakers' votes and Christie's signature marked the largest expansion of legalized gambling in New Jersey since the first casino began operating in Atlantic City in 1978.

Nevada and Delaware have passed laws legalizing Internet betting, which also is going on offshore, untaxed, and unregulated.

"This was a critical decision, and one that I did not make lightly," Christie said. "But with the proper regulatory framework and safeguards that I insisted on including in the bill, I am confident that we are offering a responsible yet exciting option that will make Atlantic City more competitive while also bringing financial benefits to New Jersey as a whole."

The idea is to help the struggling casinos by attracting new gamblers who are not now visiting the casinos. The comps, like free hotel rooms, show tickets, meals or other freebies, would be accrued from online play, but would have to be redeemed in person at a casino, presumably enticing a player to spend more money while there.

Budget figures released by Christie envision contributions to the state Casino Revenue Fund soaring from $235 million this year to $436 million next year, largely due to an influx of online gambling revenue.

The bill will not take effect until the state Division of Gaming Enforcement sets a start date, sometime between three and nine months after the law is signed. Casino executives have estimated it could take six months to a year to get the system up and running.

Casino executives said final rules have to be approved by the gambling enforcement division, but they expect the state to require gamblers to have to appear in person at a casino to open their accounts and verify their age, identity, and other personal information. Payouts could be made remotely to a credit card or bank account when a player cashes out, if the state approves such an arrangement, the executives said.

The law allows gamblers in other states to place bets in New Jersey as long as regulators determine such activity is not prohibited by federal or state law. It even has provisions for allowing people in other countries to play, though federal law would have to be changed before that could happen.

Rashid Davis didn?t know his school was going to get a mention in the State of the Union address.

The principal of Brooklyn, N.Y.?s Pathways in Technology Early College High School wasn?t even watching President Barack Obama?s speech. He was spending the evening of Feb. 12 working on a presentation when Obama hailed P-TECH. Then Davis? phone began ringing, and it didn?t stop for several hours.

The first call came from Stanley Litow, a vice president with IBM and a partner in the 2-year-old P-TECH. The public-private collaboration offers high school students a ninth- to 14th-grade education ? in hopes of providing the groundwork for an advanced college degree or the workplace.

For Davis, the State of the Union reference underscored the need to make sure America?s schools prepare all graduates for the future. ?It sounded like a great acknowledgement, but it is a challenge,? Davis said in an interview Wednesday.

This week, that challenge took Davis to Boise, where he is meeting with business leaders interested in replicating the P-TECH model in Idaho.

The?J.A. and Kathryn Albertson has offered $5 million in startup money for a charter school that, like P-TECH, would partner with private industry and a university. On Wednesday, the foundation met with prospective bidders. Letters of intent are due March 8, and final proposals are due April 5.

The idea behind the P-TECH partnership is to design a curriculum based on the job skills a company such as IBM needs, and based on the degree programs the university partner can provide. P-TECH offers two postsecondary focuses: computer information systems and electromechanical engineering technology. ?We?re really just working backwards, from an H.R. perspective,? Davis said.

But that also requires rethinking the school day ? and trying to make the best use of time.

When P-TECH opened in the fall of 2011, 43 percent of the school?s 104 ninth-graders were below grade level. The school added 80,000 instruction minutes that year, eschewing social studies and science courses for math and English ? to give students better math and language skills for science courses down the road.

This fall, 103 students returned for their second year, and 62 are on a college track, Davis said.

P-TECH enrollment is open, and that?s not an accident. While company internships tend to go to the best and brightest students, America also needs more students in the STEM fields: science, technology, engineering and mathematics.

Some school officials are reluctant, Davis said. ?As educators, we?re always skeptical. We?re skeptical until we see results.?

But Davis has gotten some traction in political circles. Iowa?s lieutenant governor came to Brooklyn for a P-TECH tour. A delegation from Oregon also came for a look. And on Tuesday, New York Gov. Andrew Cuomo said he would propose funding an additional 10 schools, in urban and rural areas statewide, employing the P-TECH model.

The P-TECH model can translate to rural New York state and rural Idaho, Davis said. Idaho?s work force issues are familiar ? the need to better prepare graduates for high-tech jobs. And Idaho is in an enviable position, since it boasts one of the nation?s top high school graduation rates.

The question, though, is what a high school diploma means, and how that syncs with workplace realities. And that has long been an unresolved question in the education debate.

Said Davis, ?It?s time we stop talking about it.?

Josh Cribbs has played his entire NFL career with the Browns after playing his college football at nearby Kent State, and he?s eager enough to stick around that he?d be willing to give the Browns a hometown discount. Just not too big a hometown discount.

Cribbs, who is about to become a free agent, said on 92.3 The Fan in Cleveland that he doesn?t have any kind of update on contract negotiations. But he?s still hoping things can be worked out.

?It?s at a standstill right now,? Cribbs said, via SportsRadioInterviews.com. ?I?m hearing a lot of different meetings are being scheduled with different teams and everything. My plan is to stay with the team as much as possible, even to take a slight pay cut. But at the same time, not huge pay cuts. And I?m trying to work with the team. I want to be a Brown. I want to end my career here. We have the coaches to do it now, to take it to the next level, and I definitely want to be there.?

According to Cribbs, he and his camp have shown more interest in getting a deal done than the Browns? front office has.

?Right now, it doesn?t seem like the interest level is there with upper management,? Cribbs said. ?I want to be a Brown. I want to continue my career here. I want to retire a Cleveland Brown, and that?s my intention. I?m gonna go as far as I can with the team to make a compromise.?

Cribbs said late last season that he was frustrated by the way he was being used (or not being used) in the Browns? offense. He still feels that way, and he isn?t sure if the new coaching staff has any plans for him.

?I know I haven?t been used to my potential,? Cribbs said. ?My thing with coaches and upper management ? mostly with upper management ? you draft guys and guys come in that?s new, they have to play. And it shouldn?t be this way. It should be the best guys that?s gonna help you win that play.?

If Cribbs wants to show that he can help a team win, he may need to do it somewhere other than Cleveland.

Lost and Found: Ancient Shoes Turn Up in Egypt Temple

More than 2,000 years ago, at a time when Egypt was ruled by a dynasty of kings of Greek descent, someone, perhaps a group of people, hid away some of the most valuable possessions they had ? their shoes.

Seven shoes were deposited in a jar in an Egyptian temple in Luxor, three pairs and a single one. Two pairs were originally worn by children and were only about 7 inches (18 centimeters) long. Using palm fiber string, the child shoes were tied together within the single shoe (it was larger and meant for an adult) and put in the jar. Another pair of shoes, more than 9 inches (24 cm) long that had been worn by a limping adult, was also inserted in the jar.

The shoe-filled jar, along with two other jars, had been "deliberately placed in a small space between two mudbrick walls," writes archaeologist Angelo Sesana in a report published in the journal Memnonia.

Whoever deposited the shoes never returned to collect them, and they were forgotten, until now. [See Photos of the Ancient Egyptian Shoes]

In 2004, an Italian archaeological expedition team, led by Sesana, rediscovered the shoes. The archaeologists gave Andr? Veldmeijer, an expert in ancient Egyptian footwear, access to photographs that show the finds.

"The find is extraordinary as the shoes were in pristine condition and still supple upon discovery," writes Veldmeijer in the most recent edition of the Journal of the American Research Center in Egypt. Unfortunately after being unearthed the shoes became brittle and "extremely fragile," he added.

Pricey shoes

Veldmeijer's analysis suggests the shoes may have been foreign-made and were "relatively expensive." Sandals were the more common footwear in Egypt and that the style and quality of these seven shoes was such that "everybody would look at you," and "it would give you much more status because you had these expensive pair of shoes," said Veldmeijer, assistant director for Egyptology of the Netherlands-Flemish Institute in Cairo.

The date of the shoes is based on the jar they were found in and the other two ?jars, as well as the stratigraphy, or layering of sediments, of the area. It may be possible in the future to carbon date the shoes to confirm their age.

Why they were left in the temple in antiquity and not retrieved is a mystery. "There's no reason to store them without having the intention of getting them back at some point," Veldmeijer said in an interview with LiveScience, adding that there could have been some kind of unrest that forced the owners of the shoes to deposit them and flee hastily. The temple itself predates the shoes by more than 1,000 years and was originally built for pharaoh Amenhotep II (1424-1398 B.C.).

Design discoveries

Veldmeijer made a number of shoe design discoveries. He found that the people who wore the seven shoes would have tied them using what researchers call "tailed toggles." Leather strips at the top of the shoes would form knots that would be passed through openings to close the shoes. After they were closed a long strip of leather would have hung down, decoratively, at either side. The shoes are made out of leather, which is likely bovine.

Most surprising was that the isolated shoe had what shoemakers call a "rand," a device that until now was thought to have been first used in medieval Europe. A rand is a folded leather strip that would go between the sole of the shoe and the upper part, reinforcing the stitching as the "the upper is very prone to tear apart at the stitch holes," he explained. The device would've been useful in muddy weather when shoes are under pressure, as it makes the seam much more resistant to water.

In the dry (and generally not muddy) climate of ancient Egypt, he said that it's a surprising innovation and seems to indicate the seven shoes were constructed somewhere abroad.

Health discoveries

The shoes also provided insight into the health of the people wearing them. In the case of the isolated shoe, he found a "semi-circular protruding area" that could be a sign of a condition called Hallux Valgus, more popularly known as a bunion. [The 9 Most Bizarre Medical Conditions]

"In this condition, the big toe starts to deviate inward towards the other toes," Veldmeijer writes in the journal article. "Although hereditary, it can also develop as a result of close fitting shoes, although other scholars dispute this ...."

Another curious find came from the pair of adult shoes. He found that the left shoe had more patches and evidence of repair than the shoe on the right. "The shoe was exposed to unequal pressure," he said, showing that the person who wore it "walked with a limp, otherwise the wear would have been far more equal."

Still, despite their medical problems, and the wear and tear on the shoes, the people who wore them were careful to keep up with repairs, Veldmeijer said. They did not throw them away like modern-day Westerners tend to do with old running shoes.

"These shoes were highly prized commodities."

Veldmeijer hopes to have the opportunity to examine the shoes, now under the care of the Ministry of State for Antiquities, firsthand.

FDA halts Amgen study after teen patient death

WASHINGTON (AP) ? Federal health regulators have halted Amgen's studies of its drug Sensipar after the death of a 14-year-old patient in a company trial.

The Food and Drug Administration said Tuesday it is still gathering information about the death, but has shut down all studies of the drug in children.

Sensipar is approved in adults to treat over-activity of the parathyroid gland, which can lead to brittle bones, kidney stones and abdominal pain. It has been used since 2004 to treat symptoms of chronic kidney disease and parathyroid cancer.

Amgen Inc. had been studying the drug to see whether it works in children.

The Thousand Oaks, Calif.-based company said in a statement that it "is working as rapidly as possible to understand the circumstances of what happened."

The FDA said on its website that it is unclear whether Amgen's drug had a role in the patient's death, but it is reminding doctors to prescribe it carefully.

The drug is known to lower calcium levels, sometimes to a dangerous extent.

The agency says doctors should monitor patients' calcium levels monthly to make sure they don't fall to dangerous levels. Signs of a calcium deficiency include muscle cramping, convulsions and burning or prickling sensations.

The most common side effects of the drug in adults include nausea, vomiting and diarrhea.

Amgen reported annual sales of $800 million for Sensipar in 2011, its most recent full-year financial report.

Company shares fell 7 cents to $89.48 in afternoon trading Tuesday.

Metal detectors at Ga. school where student shot

ATLANTA (AP) ? A middle school where a 14-year-old boy was shot and wounded in the neck by a fellow student had metal detectors, and school officials were investigating how the shooter made it past them.

Police swarmed Price Middle School just south of downtown Thursday afternoon minutes after reports of the shooting. A crowd of anxious parents gathered in the streets, awaiting word on their children, and later many questioned why they were kept in the locked-down school for more than two hours before being dismissed.

Schools Superintendent Erroll Davis said he sympathized with the parents. He said emergency protocol was followed, but that school district officials would meet Friday to review their response.

Davis said the school of about 400 students does have metal detectors.

"The obvious question is: How did this get past a metal detector?" he asked, referring to the gun. "That's something we do not know yet."

The wounded boy was taken "alert, conscious and breathing" to Grady Memorial Hospital, said police spokesman Carlos Campos. He was released Thursday night, said Grady Health System Spokeswoman Denise Simpson.

A teacher also received minor cuts in the shooting's aftermath, said Atlanta Police Chief George Turner.

An off-duty armed resource officer who was at the school was able to grab the gun away from the suspect, who was taken into custody. Charges against the shooter were pending, Campos said.

Investigators believe the shooting was not random and that something occurred between the two students that may have led to it, Campos said.

Police did not release further details about the suspect or about the resource officer who subdued him, such as whether he is regularly based at the school. Since 20 children and six adults were shot to death at Sandy Hook Elementary School in Connecticut in December, calls for armed officers in every school have resonated across the country.

Hours after the Atlanta shooting, several school buses loaded with children pulled away from the school and stopped in front of a church about a half-block away. Parents tried boarding the buses. Police, who initially tried to stop them, finally relented and screamed at the drivers, "Let them off!"

James Bolton was at work when his sister called saying a teen had been shot at his son's school and was in the crowd as parents began swarming the fleet of buses.

"Move, I see my son, I see mine!" he said, running up to embrace James Bolton Jr. "As long as I got this one back, I'm OK," he said, holding his son's head against his chest as parents nearby frantically searched for their children.

Bolton Jr. said he was in class when the intercom sounded and a school official announced the building was under immediate lockdown.

"They told us we had to be quiet," Bolton told The Associated Press. "They said something went on in the courtyard." Bolton said he was unaware that anyone had been shot until a reporter asked him about it.

Shakita Walker, whose daughter is an eighth-grader at the school, said she received a text from her that said, "Ma somebody's shooting and somebody got shot." Walker, who works at another school, said she jumped in her car and was thinking, "Just hurry up and get there."

Walker said her daughter called to tell her the students were being kept in the gymnasium, but she said she was anxious to see her to make sure she was OK.

The fear and anxiety was palpable in the crowd, as one person yelled, "Does anyone know what happened?"

Mayor Kasim Reed condemned gun violence in a statement shortly after the shooting and said counselors were at the school to meet with students, faculty and family members.

"Gun violence in and around our schools is simply unconscionable and must end," Reed said. "Too many young people are being harmed, and too many families are suffering from unimaginable and unnecessary grief."

Guess who's super excited about HTC's upcoming flagship phone? Why, Peter Chou, of course! At the company's year end party in Taipei earlier today, the CEO went on stage to thank the M7 team for working overtime last week in order to finalize the device this week, according to cnYES. Surprisingly, Chou then decided to openly play with the yet-to-be-released M7. "This event today is a great opportunity for testing (the camera). I was still testing it just now," the exec is seen saying in NextTV's clip (available at the source link), followed by him whipping out a silver edition and a black edition of the phone.

While the video clips available aren't of decent enough quality for some detailed close-ups of the M7, we can just about make out a super slim body with two distinctive lines on the back -- nothing quite like the leaks we've seen so far. Judging by the size, it does seem to match up with the rumored 4.7-inch screen size, but that's all we have for now. HTC's chairwoman Cher Wang added that she looks forward to launching the phone later this month, and naturally, so do we. After the break we have a clip of Chou enthusiastically shouting "M7" a few times with his homies -- it's OK, feel free to join along.

Maryland firefighter has arm reattached after crash

A Washington, D.C., area volunteer firefighter had to have his arm surgically reattached after suffering serious injuries in a crash on the Beltway early Wednesday morning.

Several other people were also hurt, though less seriously, when a fire truck was involved in a chain-reaction crash.

The fire crew, from the West Lanham Hills Volunteer Fire Department, had responded to a minor accident on the Beltway early Wednesday near the eastbound exit for John Hanson Highway when their truck was rear-ended by a tractor-trailer, reported News 4's Jackie Bensen.

A Jeep was also involved in the resulting collision and overturned. All the occupants of all three vehicles were injured, including four firefighters.

The firefighter with the most severe injuries has not been named. But police said he was transported to MedStar Union Memorial Hospital in Baltimore to have his arm surgically reattached.

Late Wednesday evening, authorities confirmed that his arm had been reattached and that blood was flowing into it. There was no update on his overall condition or other injuries.

Investigators say the fire truck was making a U-turn in a cut-through labeled "Emergency Vehicles Only" when it was struck. After responding to the earlier crash, the crew put the truck in an "out of service" status, meaning lights and siren were not in use.

The truck is authorized to use the cut-through, authorities said.

The accident is being investigated by Prince George?s Police, Prince George?s County Fire and Maryland State Police.

2 Israeli parties endorse Netanyahu for new term

JERUSALEM (AP) ? Israel's two largest political parties endorsed Benjamin Netanyahu for prime minister Wednesday, all but guaranteeing him a third term at the beginning of the post-election process of forming a new government.

Netanyahu's Likud Party and the new Yesh Atid Party made their recommendations to President Shimon Peres, who consults with all 12 parties that won parliamentary seats in last week's election before deciding whom to choose as prime minister-designate. Peres is expected to make his decision by Friday.

With Netanyahu at the head of the largest faction in parliament, Peres is almost certain to appoint him. Netanyahu would then have up to six weeks to form a coalition government. Netanyahu's Likud-Yisrael Beitenu list won 31 seats in the election, far ahead of all rivals.

"There is really only one candidate who can build a government in Israel, one which must be as broad as possible," Education Minister Gideon Saar, a top Likud official, told Peres, referring to Netanyahu.

Netanyahu would need to control 61 seats to secure a majority in the 120-member parliament.

Yesh Atid's leader, political newcomer Yair Lapid, told Peres on Wednesday evening that Netanyahu should be premier.

"Yesh Atid's platform says that the party with the most seats should lead the government," Lapid said.

The comments removed some of the drama from the coalition-building process in the coming weeks. Lapid is expected to become Netanyahu's main coalition partner. His party won 19 seats.

The composition of the rest of the government is still up in the air as Netanyahu and Lapid prepare to discuss policy guidelines. The two share common ground on some key domestic issues but could find themselves at odds over the critical issue of pursuing peace with the Palestinians.

Lapid, a former TV talk-show host and newspaper columnist, campaigned as an average citizen fighting for Israel's struggling middle class. He criticized the country's high cost of living and its expensive system of handouts and draft exemptions for ultra-Orthodox seminary students.

He has vowed to force ultra-Orthodox men to join their secular counterparts in performing compulsory military or national service.

While peacemaking was not a major part of Lapid's campaign, he has been critical of Netanyahu's failure to advance peace efforts and said he won't join a government that doesn't pursue peace. Lapid has indicated he is willing to make more generous concessions to the Palestinians than Netanyahu.

To ensure a parliamentary majority, Lapid and Netanyahu need at least one more mid-sized partner. The most likely candidates appear to be either the ultra-Orthodox Shas party, which seems likely to fight any reform in the draft law, or the pro-settler Jewish Home, which would resist any attempt to reach peace with the Palestinians.

With peace talks deadlocked for the past four years and the draft dispute a key campaign issue, the next government could end up focusing more effort on domestic concerns.

In a gesture to Lapid, whose strong showing in the election surprised the country, Netanyahu has said his next government would pursue three major domestic policy goals: bringing ultra-Orthodox Jewish men into the military, increasing the stock of affordable housing and changing the fragmented multiparty system. Netanyahu has only vaguely alluded to peacemaking as a priority.

In an attempt to get negotiations back on track, Palestinian President Mahmoud Abbas has said he wants to meet with newly elected Israeli parliament members, including Lapid, to lay out his views on peace.

The post-election process officially got under way Wednesday as Peres was handed the official results of the election, shortly before he began hosting party leaders.

Once chosen, the premier-designate has 28 days to present his coalition to the parliament for approval, with an extension of 14 days if needed.

Israel's new members of parliament are scheduled to be sworn in next week.
