3 Tips for After the Interview - Chapman Services Group

The resume did the job and grabbed the attention of a hiring manager, and you were called for an interview. Congratulations! You did your homework, researching the company, products and people. You have sent a thank you note and now you are waiting to hear back on the next steps.

Take a few moments right after your job interview to write down your thoughts. Research shows that we forget almost half of what we?ve heard after just four hours, so the sooner you can complete the post-interview worksheet, the better. In fact, I recommend reading through this post-interview information BEFORE the interview so that you will have an idea of what kind of information you want to remember.

1. FOLLOW UP INTERVIEW INFORMATION

  • Company name
  • Job title you interviewed for
  • Date/time of the interview
  • Most Important Questions You Were Asked: (list 3-5)
  • Connections ? What did interviewer like most/best about your skills/education/experience?
  • Disconnection ? Did the interviewer raise any concerns about your skills, education, and/or experience?
  • Does the company offer continuing education/training? (describe)
  • Opportunities to advance (describe)
  • Pay/Benefit Information (Do not ask about pay/benefits unless the interviewer brings it up.)

2.? REFERENCES

Best practice is to contact your references before an interview to let them know you are going through the job search process and how you will be using them as a reference. At that time, be clear about what type of reference information you are looking for ? what the person will say about you, i.e., were you co-workers and will they be talking about your cohesive working relationship? Was it a boss/employee relationship where the person will be attesting to your leadership skills? Your reference list should have people that cover a variety of working relationships. After the interview, contact your references and let them know how the interview went and any specific issues (good/bad) they should be aware of, if contacted by the interviewer.

You should ask what the next steps in the hiring process are before you leave the interview. This helps you to gauge timing just in case another offer comes in, or you are juggling other interviews and current workload.

(AP) ? One of Belgium's most despised criminals, the former wife of a pedophile and child killer who let two of his victims starve to death, left prison for a convent late Tuesday after serving barely half her 30-year sentence.

Earlier in the day, the nation's highest court had approved a ruling that let Michelle Martin leave prison early despite her part in the mid-1990s kidnappings, rapes and killings by her then-husband, Marc Dutroux.

The case of Dutroux and his wife had horrified the nation and led to widespread improvements in Belgian police procedures after it emerged that police had bungled attempts to save some of the girls he had targeted.

Prison spokesman Laurent Sempot said Martin left prison in an unmarked vehicle late Tuesday.

Her eventual destination was the verdant village of Malonne, a 75-kilometer (45-mile) trip south of the capital, where she will live in a Clarisse convent and, in the words of her lawyer, seek atonement for her crimes.

Family members were outraged at Tuesday's court decision.

"There is only one word for this. This is simply absurd. But I will have to accept it," said Paul Marchal, whose daughter An was one of the victims of Dutroux. "Concerning Martin, my fight is over and done. I lost."

The lawyer for Jean-Denis Lejeune, whose 8-year-old daughter Julie was one of the girls who starved to death, said the families would work to change the law and make sure victims get a bigger say how long convicted criminals have to stay behind bars.

"We will first have to ask the politicians to change the law and, secondly, we will have to go to Strasbourg," where the European Court of Human Rights can still have an impact, said lawyer Georges-Henri Beauthier.

That process could take years, however.

Several policemen were stationed near the convent even before the verdict was announced and fluorescent graffiti near the convent protesting Martin's arrival was removed. At a religious statue near the gate, teddy bears sat next to a picture of the two eight-year-old girls who starved to death in Dutroux's dungeon in 1996.

A children's school is close by.

"My children are studying here," said Malonne resident Fabienne Huboaux. "We are afraid, afraid to see what is going to happen with them when they are going to go to class."

Martin has depicted herself as a passive culprit of the psychopath Dutroux. But she is still blamed for aiding her husband as he went on a depraved and murderous spree, and she is particularly loathed for letting the two girls starve while Dutroux was briefly imprisoned.

Dutroux, an unemployed electrician and convicted pedophile on parole at the time of the crimes, was arrested in 1996 and convicted eight years later of abducting, imprisoning and raping six girls between the summers of 1995 and 1996. He was also found guilty of murdering two of the six girls, who ranged in age from 8 to 19 years old.

The last two of Dutroux's kidnap victims were found alive in his basement a few days after his arrest.

Martin faced accusations of conspiracy in the kidnappings and imprisonment leading to the deaths of the two starved girls, who were held in a secret dungeon specially built in a cellar. When Dutroux was serving a four-month sentence for car theft, Martin said she was too scared to go into the cellar to feed them.

One year after they were kidnapped, the bodies of the two were found in the garden of a house that Dutroux owned.

Martin's lawyer, Thierry Moreau, insisted Tuesday that his 52-year-old client deserved a shot at a better life.

"There is something human remaining in Mrs. Martin, even though she acknowledges herself she is responsible for very serious acts," Moreau said. "She paid the price for it. She did it in respect of the law, and now there is this project where she wants to redeem herself and this will be another way to do her sentence."

The prospect of Martin's release had spawned demonstrations in the past few weeks, with demands to keep her in jail.

German minister rejects more time for Greece

BERLIN (AP) ? Germany's Economy Minister Philipp Roesler has rejected calls for Greece to get more time to implement economic reforms.

Roesler, the vice chancellor, says Greece needs to stick to the time plan outlined in the bailout deal reached with its creditors.

Greece' Prime Minister had told German Chancellor Angela Merkel at a meeting in Berlin on Friday that his country needs "time to breathe" before it can make all the budget cuts and reforms demanded of it.

But Roesler insisted in a TV interview Sunday that "time is always money."

The head of Germany's pro-business Free Democratic Party said "what the Greeks have asked for, half a year or two years, that's not doable."

Astros owner Jim Crane told the FOX affiliate in Houston late last week that he would be ?open? to discussing a contract with Roger Clemens if the veteran right-hander proved capable of getting outs.

Which is why it should come as no surprise that the Astros were watching closely as Clemens tossed 3 1/3 scoreless innings Saturday night for the Sugar Land Skeeters of the independent Atlantic League.

Here is Astros general manager Jeff Luhnow, discussing the?brief?but effective outing Sunday in a chat with Zachary Levine of the Houston Chronicle:

?He looked good,? said Luhnow. ?He certainly can compete at that independent ball level. EU demands 'immediate halt' to executions in Gambia

The European Union called Sunday for an "immediate halt" to executions in Gambia after reports that President Yahya Jammeh had begun carrying out a threat to clear death row by mid-September.

"I strongly condemn the executions which have reportedly taken place ... and I demand the immediate halt of executions," EU foreign policy chief Catherine Ashton said in a statement.

Rights watchdog Amnesty International said Friday it had "received credible reports that nine persons were executed last night in Gambia and that more persons are under threat of imminent executions today and in the coming days."

Jammeh said in an address to mark this year's Muslim feast of Eid al-Fitr last Sunday: "By the middle of next month, all the death sentences would have been carried out to the letter.

"There is no way my government will allow 99 percent of the population to be held to ransom by criminals," he said.

According to Amnesty those executed included a woman and two Senegalese citizens.

Death sentences in impoverished Gambia, a tiny west African state wedged into Senegal, are carried out by hanging.

Jammeh, a former military officer who seized power in a 1994 coup, brooks no dissent in a country often blasted by rights bodies for abuses.

Amnesty said the last official execution took place in 1985. However AFP's correspondent in Banjul reports that executions have continued unofficially with the most recent taking place in 2007.

According to a tally by AFP, 47 people have been sentenced to death since July 2010. Last year eight military top brass, including the former army and intelligence chiefs and the ex-deputy head of the police force, were sentenced to death for treason.

Many top officials have found themselves charged with treason, often related to coup plots which observers have said are a sign of paranoia by Jammeh, who won a fourth term in office in November 2011.

In her statement, Ashton said: "I recall the (Gambian government's) international commitments, as well as the commitments concerning the respect of human rights contained in the Cotonou Agreement, which governs relations between the European Union and The Gambia."

She added: "In light of these executions, the European Union will urgently consider an appropriate response."

Republicans dismissive of ex.-Fla. gov.'s Obama endorsement

Virginia Gov. Bob McDonnell dismissed former Florida GOP Governor Charlie Crist's endorsement of Obama this morning on "This Week," calling it just one more vote for the president in the Sunshine State.

"Governor Crist's endorsement adds one more vote in Florida and that's it," said McDonnell, chair of the Republican Platform Committee. "He's wrong on about every other point."

Crist, now an independent, endorsed President Obama and took a shot at the GOP today in the Tampa Bay Times.

"[A]n element of their party has pitched so far to the extreme right on issues important to women, immigrants, seniors and students that they've proven incapable of governing for the people. Look no further than the inclusion of the Akin amendment in the Republican Party platform, which bans abortion, even for rape victims," he wrote.

Republican Party of Florida Chairman Lenny Curry lashed out at Crist following the endorsement.

"Today we have seen a repugnant display from a self-centered, career politician. While the people of Florida, and thousands of visitors who've traveled here, are facing an emergency, Charlie Crist has demonstrated, yet again, that his political ambition will always come first," Curry said in a statement.

HAVANA (AP) ? Cuba's system of free medical care, long considered a birthright by its citizens and trumpeted as one of the communist government's great successes, is not immune to cutbacks under Raul Castro's drive for efficiency.

The health sector has already endured millions of dollars in budget cuts and tens of thousands of layoffs, and it became clear this month that Castro is looking for more ways to save when the newspaper voice of the Communist Party, Granma, published daily details for two weeks on how much the government spends on everything from anesthetics and acupuncture to orthodontics and organ transplants.

It's part of a wider media campaign that seems geared to discourage frivolous use of medical services, to explain or blunt fears of a drop-off in care and to remind Cubans to be grateful that health care is still free despite persistent economic woes. But it's also raising the eyebrows of outside analysts, who predict further cuts or significant changes to what has been a pillar of the socialist system implanted after the 1959 revolution.

"Very often the media has been a leading indicator of where the economic reforms are going," said Phil Peters, a longtime Cuba observer at the Lexington Institute think tank. "My guess is that there's some kind of policy statement to follow, because that's been the pattern."

The theme of the Granma pieces, posters in clinics and ads on state TV is the same: "Your health care is free, but how much does it cost?"

The answer is, not much by outside standards, but quite a bit for Cuba, which spends $190 million a year paying for its citizens' medical bills.

Based on the official exchange rate, the government spends $2 each time a Cuban visits a family doctor, $4.14 for each X-ray and $6,827 for a heart transplant.

It's not a luxury service though. Scarcities now are common and sanitary conditions fall short of the ideal in decaying facilities where paint peels from the walls. Patients often bring their own bed sheets, electric fans, food and water for hospital stays.

One Havana-based clinical physician applauded the campaign, saying it targets a pervasive problem: Conditioned to think about health as an inalienable right, many Cubans rush to the hospital whenever they come down with a cough or the sniffles, demand expensive tests before they've even been examined and sometimes get aggressive if doctors refuse.

"Respect for doctors has entirely been lost," he said. "Some will indulge a patient for fear of how they might react."

The physician spoke on condition of anonymity because he was not authorized to discuss health care with a foreign journalist. Interview requests were not granted by the Health Ministry, though a spokeswoman said in a brief email response that the costs in Granma were the result of careful study.

The fact that the figures were published at all suggests a sea change in conceptions about health care, said Nancy Burke, director of the Cuba Program in Health Diplomacy at the University of California, San Francisco.

"It's interesting that the health care system, which has always been touted as a basic human right, is now being put into market terms," said Burke, a medical anthropologist who makes yearly research trips to Cuba. "That says so much about Raul's market reforms and the ideology ... informing that. It's a real shift, a major shift in the way of thinking about health care."

She noted that the island's doctors are increasingly cash cows for Cuba as it sends them abroad to treat the poor in countries such as Venezuela. The international missions fulfill a humanitarian purpose but also offset a significant share of the $28.5 billion in cash and subsidized oil that the South American nation has sent Cuba since 2005, according to Venezuelan opposition lawmaker Julio Borges, who says he uses public records to track the figure.

To cut costs in Cuba, state media have urged doctors to use their "clinical eye" before ordering pricey lab tests, and target the practice of people stockpiling medicine to carry them through shortages.

In one TV spot, a woman visits a doctor and requests a long list of pills. Asked why she needs so many, she replies: "Oh, doctor, it's for my personal stash."

"I stop cold when I see that, not knowing whether to laugh or cry," blogger Greter Torres Vazquez wrote on a Cuban youth-issues website. "Maybe they've never had the experience of going to the pharmacy and asking for medicine that their aunt, their grandmother, their mother needs urgently, only for the worker to say 'Sorry, we ran out five minutes ago.'"

Some seized on the campaign to complain about corruption in hospitals.

"They should also publish the miserable salary that doctors get paid; that's an embarrassment," said Maria Soto, a 62-year-old Havana resident. "And it's serious, because it leads to the problems everyone knows about: You get bad service or, even worse, they charge you under the table."

Cuban authorities continuously brag about keeping health care free and universal despite its lightweight economy and the 50-year-old U.S. embargo.

Experts credit the government's emphasis on prevention and doctor-patient relationships for life expectancy and infant mortality rates that are on par with those of wealthy nations. Medical schools churn out huge graduating classes; every last one of Cuba's 11 million citizens is supposed to get a house call at least once a year.

Charging for care would be a dramatic and unlikely about-face, but with 15 percent of the budget devoted to health, Havana sees no choice but to make the system more efficient wherever it can.

After steadily rising over five decades to hit $206 million in 2009, health spending has dropped, slipping to $190 million last year, according to government figures. Officials hint at more cuts to come.

These days, authorities rail against "irrational expenses" and have slashed more than 50,000 less-skilled health-sector jobs, singling out overstaffed clinics and ambulances with multiple drivers.

Some Cubans say hospital wait times seem to be on the rise and medicine, equipment and soap are increasingly in short supply.

The clinical doctor consulted by the AP said neither scarcity nor complaints have worsened, though doctors still suffer heavy case loads and low pay, about $25 a month.

Cuba is walking a delicate line on health: Too much change could be seen in some camps as a betrayal of the socialist contract. Too little may not ease the burden on a strained economy, said Sergio Diaz-Briquets, a U.S.-based demographer and author of "The Health Revolution in Cuba.

"It is maybe a universal phenomenon that health care systems are expensive," he said, "but Cuba perhaps cannot afford to have the kind of services that they claim to have had in the past."

Consumer Health News Week in Review: This is News? : Schwartz ...

This week the consumer health news in review is taking on a different perspective. It?s Friday. Almost the end of summer. It?s a good excuse for new perspective.?

The news in review has been transformed into ?Consumer Health. This is News? Week in Review.?

Let me state the obvious first. I work in PR. This is a PR blog. As PR professionals, it is often our job to take something ordinary and turn it into extraordinary; to perhaps create news.

So for this week in review, I would like to highlight news stories that made me wonder and rethink the strategies I employ with my clients.?

Here?s my take on a few stories:?

Rosie O?Donnell Has a Heart Attack
Rosie had a heart attack and thankfully she is doing great. While she didn?t recognize the signs immediately, she consulted the internet about her symptoms and took a baby aspirin. She was lucky and her story has appeared on news outlets across the country and beyond speaking to women about the importance of knowing the signs of a heart attack.

This is what we call the amazing power of celebrity.

And it?s about time cardiovascular disease finally secured some decent media attention.

As noted in an article by Nicki Anderson on the Examiner.com, ?According to womenheart.org more than 42 million women are currently living with some form of cardiovascular disease. We hear a lot about breast cancer, but the truth is that more than 200,000 women die each year from heart attacks- five times as many women as breast cancer. It's important to remember that heart disease is the leading cause of death of American women, killing more than a third of them.?

Thank you, Nicki. Thank you.

Breast cancer stories are everywhere. That isn?t a bad thing. But why isn?t more attention paid to heart disease? Do you participate in a heart disease awareness campaign effort? How many celebrities align with heart disease and promote the importance of recognizing the signs and symptoms?

Not enough.

So a heartfelt thank you to Rosie; we are so glad you are doing well and grateful that you are sharing your story to bring attention to cardiovascular disease. Thank you for bringing mass appeal and news value to women?s health and cardiovascular disease.

Father?s Age Is Linked to Risk of Autism and Schizophrenia
A study came out earlier this week that links risk of autism and schizophrenia to?paternal age! For a change, Moms are in the clear.?

The New York Times covered the study in detail noting that study findings ?counter the longstanding assumption that the age of the mother is the most important factor in determining the odds of a child having developmental problems. The risk of chromosomal abnormalities, like Down syndrome, increases for older mothers, but when it comes to some complex developmental and psychiatric problems, the lion?s share of the genetic risk originates in the sperm, not the egg??

People loved this story. Or at least loved talking about it?there are more than 511 comments posted online with the article.

Clearly this was news. But why?

The study itself, in my very humble PR opinion, was less than critical. At the core, it revealed that yes there is increased risk of autism and schizophrenia associated with the paternal father?s age but how extreme is that risk?

According to the article, ?The overall risk to a man in his 40s or older is in the range of two percent, at most, and there are other contributing biological factors that are entirely unknown.? Two percent. Does that two percent translate into news value?

Of course it does.

Why? Because it ties to trends and themes that are topical and people care about?autism, genetic risk factors, trying to figure out everything we can about our unborn children as soon as we possibly can.

News. More importantly, news value.

FTC: Ab Circle Pro makers aired deceptive infomercials
Do you have killer abs? I don?t. But I want them. Especially if I could get them in just three easy minutes a day. I?ve seen the infomercial. I?ve picked up the phone. I?ve almost dialed. But that would have required putting down the donut I was eating. Oh right. The donut. The ice cream. The lack of physical activity. Could three minutes really overcome that?

Apparently many people did put down the donut and call. Or maybe they shoved the donut in their mouth and dialed at the same time.

And guess what?

Ab Circle Pro?s three minute ab technique didn?t do the trick. And there was a lawsuit. And now a payout.

USA Today wrote an article about the deceptive infomercials stating that ?The FTC says the marketers of Ab Circle Pro, endorsed by fitness trainer Jennifer Nicole Lee, have agreed to refund up to $25 million to consumers. The agency says it is the largest refund ever obtained in an exercise device case.?

What part of this is news coverage? The infomercial was deceptive?

No. ?Ab?solutely not. The news is that $25 million is being refunded to consumers. At the average cost of $250 for the Ab Circle Pro that means 100,000 people bought into this.

Mass appeal = news value.

It is easy to be cynical and grouchy and wonder why so-called news is always getting media attention but the truth is, so-called, fluffy news often has the greatest news value. It speaks to people and that translates into readership.

The lesson here?never forget the value of mass appeal. And don?t forget to put your donut down when you do your ab exercises tonight.

USADA to strip Lance Armstrong of his 7 Tour de France titles

AUSTIN, Texas (AP) ? With stunning swiftness, the U.S. Anti-Doping Agency said Thursday night it will strip Lance Armstrong of his unprecedented seven Tour de France titles after he dropped his fight against drug charges that threatened his legacy as one of the greatest cyclists of all time.

Travis Tygart, USADA's chief executive, said Armstrong would also be hit with a lifetime ban on Friday. Under the World Anti-Doping Code, he could lose other awards, event titles and cash earnings while the International Olympic Committee might look at the bronze medal he won in the 2000 Games.

Armstrong, who retired last year, effectively dropped his fight by declining to enter USADA's arbitration process ? his last option ? because he said he was weary of fighting accusations that have dogged him for years. He has consistently pointed to the hundreds of drug tests he passed as proof of his innocence while piling up Tour titles from 1999 to 2005.

"There comes a point in every man's life when he has to say, 'Enough is enough.' For me, that time is now," Armstrong said. He called the USADA investigation an "unconstitutional witch hunt."

"I have been dealing with claims that I cheated and had an unfair advantage in winning my seven Tours since 1999," he said. "The toll this has taken on my family and my work for our foundation and on me leads me to where I am today ? finished with this nonsense."

USADA reacted quickly and treated Armstrong's decision as an admission of guilt, hanging the label of drug cheat on an athlete who was a hero to thousands for overcoming life-threatening testicular cancer and for his foundation's support for cancer research.

"It is a sad day for all of us who love sport and athletes," Tygart said. "It's a heartbreaking example of win at all costs overtaking the fair and safe option. There's no success in cheating to win."

Tygart said the agency had the power to strip the Tour titles, though Armstrong disputed that.

"USADA cannot assert control of a professional international sport and attempt to strip my seven Tour de France titles," he said. "I know who won those seven Tours, my teammates know who won those seven Tours, and everyone I competed against knows who won those seven Tours."

Still to be heard from was the sport's governing body, the International Cycling Union, which had backed Armstrong's legal challenge to USADA's authority and in theory could take the case before the international Court of Arbitration for Sport.

Tygart said UCI was "bound to recognize our decision and impose it" as a signer of the World Anti-Doping Code.

"They have no choice but to strip the titles under the code," he said.

USADA maintains that Armstrong has used banned substances as far back as 1996, including the blood-booster EPO and steroids as well as blood transfusions ? all to boost his performance.

The 40-year-old Armstrong walked away from the sport in 2011 without being charged following a two-year federal criminal investigation into many of the same accusations he faces from USADA.

The federal probe was closed in February, but USADA announced in June it had evidence Armstrong used banned substances and methods ? and encouraged their use by teammates. The agency also said it had blood tests from 2009 and 2010 that were "fully consistent" with blood doping.

Included in USADA's evidence were emails written by Armstrong's former U.S. Postal Service teammate Floyd Landis, who was stripped of his 2006 Tour de France title after a positive drug test. Landis' emails to a USA Cycling official detailed allegations of a complex doping program on the team.

USADA also said it had 10 former Armstrong teammates ready to testify against him. Other than suggesting they include Landis and Tyler Hamilton, both of whom have admitted to doping offenses, the agency has refused to say who they are or specifically what they would say.

"There is zero physical evidence to support (the) outlandish and heinous claims," Armstrong said. "The only physical evidence here is the hundreds of (doping) controls I have passed with flying colors."

Armstrong sued USADA in Austin, where he lives, in an attempt to block the case and was supported by the UCI. A judge threw out the case on Monday, siding with USADA despite questioning the agency's pursuit of Armstrong in his retirement.

"USADA's conduct raises serious questions about whether its real interest in charging Armstrong is to combat doping, or if it is acting according to less noble motives," such as politics or publicity, U.S. District Judge Sam Sparks wrote.

Even if UCI and USADA differ on the Tour titles, the ultra-competitive Armstrong has still done something virtually unthinkable for him: He quit before a fight is over.

It was a stunning move for an athlete who built his reputation on not only beating cancer, but forcing himself through grueling offseason workouts no one else could match, then crushing his rivals in the Alps and the Pyrenees.

"Today I turn the page. I will no longer address this issue, regardless of the circumstances," he said. "I will commit myself to the work I began before ever winning a single Tour de France title: serving people and families affected by cancer, especially those in underserved communities."

Armstrong could have pressed his innocence in USADA's arbitration process, which would have included a hearing during which evidence against him would have been presented. But the cyclist has said he believes most people have already made up their minds about whether he's a fraud or a persecuted hero.

Although he had already been crowned a world champion and won individual stages at the Tour de France, Armstrong was still relatively unknown in the U.S. until he won the epic race for the first time in 1999. It was the ultimate comeback tale: When diagnosed with cancer, doctors had given him less than a 50 percent chance of survival before surgery and brutal cycles of chemotherapy saved his life.

Armstrong's riveting victories, his work for cancer awareness and his gossip-page romances with rocker Sheryl Crow, fashion designer Tory Burch and actress Kate Hudson made him a figure who transcended sports.

His dominance of the Tour de France elevated the sport's popularity in America to unprecedented levels. His story and success helped sell millions of the "Livestrong" plastic yellow wrist bracelets, and enabled him to enlist lawmakers and global policymakers to promote cancer awareness and research. His Lance Armstrong Foundation has raised nearly $500 million since its founding in 1997.

Jeffery C. Gervey, chairman of the foundation, issued a statement of support saying:

"Faced with a biased process whose outcome seems predetermined, Lance chose to put his family and his foundation first," Gervey said. "The leadership of the Lance Armstrong Foundation remain incredibly proud of our founder's achievements, both on and off the bike."

Created in 2000, USADA is recognized by Congress as the official anti-doping agency for Olympic sports in the United States. Its investigators joined U.S. agents during the federal investigation of Armstrong. Tygart dismissed Armstrong's lawsuit as an attempt at "concealing the truth," saying the agency is motivated by one goal ? exposing cheaters.

Armstrong had tense public disputes with USADA, the World Anti-Doping Agency, some former teammates and assistants and even Greg LeMond, the first American to win the Tour de France.

"He had a right to contest the charges," WADA President John Fahey said after Armstrong's announcement. "He chose not to. The simple fact is that his refusal to examine the evidence means the charges had substance in them."

Others close to Armstrong were caught up in the investigations, too: Johan Bruyneel, the coach of Armstrong's teams, and three members of the medical staff and a consultant were also charged. Bruyneel is taking his case to arbitration, while two medical team staffers and consulting doctor Michele Ferrari didn't formally contest the charges and were issued lifetime ban by USADA. Ferrari later said he was innocent.

Questions surfaced even as Armstrong was on his way to his first Tour victory. He was leading the 1999 race when a trace amount of a banned anti-inflammatory corticosteroid was found in his urine; cycling officials said he was authorized to use a small amount of a cream to treat saddle sores.

After Armstrong's second victory in 2000, French judicial officials investigated his Postal Service team for drug use. That investigation ended with no charges, but the allegations kept coming.

Armstrong was criticized for his relationship with Ferrari, who was banned by Italian authorities over doping charges in 2002. Former personal and team assistants accused Armstrong of having steroids in an apartment in Spain and disposing of syringes that were used for injections.

In 2004, a Dallas-based promotions company initially refused to pay him a $5 million bonus for winning his sixth Tour de France because it wanted to investigate allegations raised by media in Europe. Testimony in that case included former teammate Frankie Andreu and his wife, Betsy, saying Armstrong told doctors during his 1996 cancer treatments that he had taken a cornucopia of steroids and performance-enhancing drugs.

Two books published in Europe, "L.A. Confidential" and "L.A. Official," also raised doping allegations and, in 2005, French magazine L'Equipe reported that retested urine samples from the 1999 Tour showed EPO use.

Armstrong fought every accusation with denials and, in some cases, lawsuits against media outlets that reported them.

He retired in 2005 and almost immediately considered a comeback before deciding to stay on the sidelines ? in part because he didn't want to keep answering doping questions.

"I'm sick of this," Armstrong said in 2005. "Sitting here today, dealing with all this stuff again, knowing if I were to go back, there's no way I could get a fair shake ? on the roadside, in doping control, or the labs."

Three years later, Armstrong was 36 and itching to ride again. He came back to finish third in the 2009 Tour de France.

Armstrong raced again in 2010 under the cloud of the federal investigation. Early last year, he quit the sport for good, making a brief return as a triathlete until the USADA investigation shut him down.

During his sworn testimony in the dispute over the $5 million bonus, Armstrong said he wouldn't take drugs because he had too much to lose.

"(The) faith of all the cancer survivors around the world. Everything I do off the bike would go away, too," Armstrong said then. "And don't think for a second I don't understand that. It's not about money for me. Everything. It's also about the faith that people have put in me over the years. So all of that would be erased."

DEA, Mexico target methamphetamine production

WASHINGTON (AP) ? The Drug Enforcement Administration and the government of Mexico are pledging increased cooperation in attacking illegal methamphetamine production.

Under a newly announced agreement, the DEA and Mexico will bolster intelligence sharing and joint law enforcement training efforts.

Mexico has experienced a dramatic increase in seizures of clandestine methamphetamine labs in the past two years. Last year, seizures of meth along the Southwest U.S. border totaled more than 16,000 pounds.

Maribel Cervantes, the general commissioner of Mexico's federal police, says the recent increase in the production and consumption of designer drugs is both a security and a health problem that demands immediate attention by both governments.

One of the major issues regarding the U.S. market and distribution of medical products is the regulation and oversight of medical products coming into the U.S. from abroad. Other countries, especially the less developed nations, have different regulations regarding the production and distribution of medical products, and sometimes these regulations don?t quite meet the standards of U.S. health standards. Most products are produced in the United States, but since some companies will manufacture their products abroad as a cost saving measure, the Food and Drug Administration (FDA) has taken several steps to assure the American public that the medical products that are being manufactured abroad still have the assurance of reliability, effectiveness, and safety that the U.S. manufacturers must provide.

There are a couple foreign countries with strongly improving economies who are greatly increasing their trade with the United States, some of which include Mexico, India, Brazil, China and South Africa, and therefore due to the heavy export of medical devices from these countries, new and stronger regulations from the FDA must be made to asses and inspect these products, especially since these economically emerging countries have less strict medical device manufacturing regulations.

One-third of most medical products are produced abroad, and with over 150 countries designated as ?developing countries?, the FDA has to make sure that the regulation standards in many of these countries are equivalent to U.S. standards.

In addition to medical products and devices produced abroad, 80% of the active ingredients in most pharmaceuticals are also produced in countries outside of the U.S. Therefore, most all medicines distributed by pharmaceuticals companies contain ingredients sold from foreign countries. This is especially a problem if the regulations in some of these countries are relaxed and the ingredients are mislabelled or contaminated. One story in particular states that in the 1930s a certain medicine contained a poison that killed around a 100 people. Since then, the FDA has taken considerable effort to try and regulate the importation of medicines and pharmaceutical ingredients.

? In some of the poorest countries that still have a strong medical device manufacturing and pharmaceutical industry have several issues in complying with the global market regulations, including a weakly monitored staff, weak surveillance systems, or even no judicial legislation that would regulate product safety. Some of these countries may import a lot of medical devices and products to the U.S. but within themselves may unable to regulate the safety of these products due to weak infrastructure and a limit of available resources.

The FDA has always been required to monitor and regulate the importation of health products and devices, and even though foreign health product regulation may be deficient in comparison to the U.S. oversight, the FDA still has an obligation to ensure that all medical devices and products pass rigorous testing and annual analysis to ensure the public safety and health of the U.S. citizens who rely their lives upon some of these products.

In Ohio, Obama hits Romney over education costs

BEXLEY, Ohio (Reuters) - President Barack Obama sought again on Tuesday to paint rival Mitt Romney as out of touch with ordinary Americans, telling students in Ohio he was more committed than the Republican to making college affordable.

Students and young voters made up a critical part of the coalition that elected Obama in 2008, and the Democrat's advisers are eager to retain that support this year despite a dip in enthusiasm that has sometimes dogged his campaign.

The Obama team has spent months trying to define Romney, a wealthy former private equity executive, as not being able to relate to middle class Americans for refusing to release several years of his tax returns and keeping cash in overseas accounts.

The president, himself a millionaire and a Harvard graduate, continued that attack line in the battleground state of Ohio, highlighting Romney's suggestion that students borrow money from their parents to pay for school as an example of the former Massachusetts governor's mindset.

"Not everybody has parents who have the money to lend," Obama told a group of more than 3,000 people at Capital University outside of Columbus. "That may be news to some folks," he said, to laughter.

Obama noted that he and his wife, Michelle, did not come from wealthy families and both graduated with a high debt load.

He criticized Romney for failing to talk about grants or community colleges but instead encouraging students to "shop around" for the best deal on their education.

"That's it -- that's his plan," Obama said.

Romney's campaign said Obama's failure to fix the economy had made life tougher for students and young people.

"Under this president, too many young Americans are suffering from higher college costs, more debt, and a lack of good jobs when they graduate," Romney spokeswoman Amanda Henneberg said.

"The Romney-Ryan plan will deliver 12 million new jobs to help recent graduates - and all Americans - enjoy a more prosperous future," she said.

The partisan fight over tax policies and budget cuts has taken on greater weight in the U.S. presidential campaign with Wisconsin Congressman Paul Ryan's addition to Romney's ticket.

The White House has emphasized its belief that the United States must invest in education to remain competitive, despite pressure to reduce spending and reduce the deficit.

As Obama headed for Nevada, his campaign office announced that Vice President Joe Biden would campaign in Florida next Monday and Tuesday, including events in Tampa on the opening day of the Republican national convention where Romney will formally become his party's nominee later in the week.

Obama won Florida in the 2008 election but is locked in a close race to keep the key swing state in the November 6 vote.

Obama and Romney are also vying for Ohio, a state that traditionally swings between Democrats and Republicans in presidential elections and was in Obama's column in 2008. An average of polls by RealClearPolitics shows Obama ahead there by just 1.8 percentage points.
