Vote result delay frays Egyptian nerves

CAIRO (Reuters) - Allegations of fraud delayed the result of Egypt's presidential election on Thursday, fraying nerves as the Muslim Brotherhood, which claims victory, threatened to take to the streets in protest at moves by the ruling generals to deny them power.

For a second night, thousands of protesters gathered in Cairo's Tahrir Square, cauldron of the revolution that overthrew Hosni Mubarak 16 months ago, to demand the officers who pushed him aside keep their word and hand over to civilians by July 1.

But with little sign that will happen, after the ruling military council dissolved the Islamist-led parliament and set strict limits on the new president's powers, prominent Islamists also sought to dampen talk of violence, for all their promise of permanent vigils on town squares until their demands are met.

Cairo's cafes and social media were alive with chatter about troops preparing to secure major cities, but military sources denied any unusual activity beyond an alertness in case of trouble from supporters of whichever side loses the election.

Adding to a sense of unease, Mubarak was himself back in the news. He was let out of the prison, where he began a life sentence this month, for treatment at a military hospital where the 84-year-old was said by security sources to be slipping in and out of a coma but "stabilizing." Many Egyptians suspect fellow generals of exaggerating to get their old comrade out of jail.

With Egypt's economy suffering from prolonged uncertainty - the pound hit a seven-year low against the dollar - Ahmed Shafik, the former general and Mubarak aide running against the Brotherhood's Mohamed Morsy, called for national unity, suggesting the losing candidate might serve in the winner's administration.

The state election committee has spent three days collating counts from the two-day runoff ballot but said it would miss a target of Thursday for announcing the result as it was going through hundreds of complaints submitted by either side. As the weekend starts on Friday, that may mean a wait until Sunday.

"The committee has decided to continue to examine the appeals ... and this will require more time before announcing the final results," the panel said in a statement. State media later quoted it confirming there would be no result on Thursday.

"We must give both sides all the time they need to ensure that the process is fair," Committee Secretary-General Hatem Bagato told Reuters. Officials have refused to give partial results.

OLD FEARS OF RIGGING

In a nation where vote-rigging was the norm during 60 years of military rule, and which is reeling from what critics called a "soft coup" by the generals in the past week, the delay has poured fuel on raging mutual suspicions of foul play.

"There is absolutely no justification for the result of the vote to be delayed," Muslim Brotherhood leader Essam el-Erian told Al-Jazeera on Wednesday, describing complaints from the Shafik camp as either invalid or too few to affect the result.

"I call on General Shafik, who learned chivalry in the Egyptian army, to come out tonight and congratulate the real winner, Dr. Mohamed Morsy," Erian added, while dismissing talk of violence: "There is absolutely no reason for a civil war."

Morsy said within hours of polls closing last Sunday that he beat Shafik by 52 percent to 48 percent, a figure the Brotherhood has stuck to, citing its detailed collation of local results.

Shafik's camp said on Wednesday it remained confident that its man, whom Mubarak appointed prime minister during the uprising, would win - although a spokesman for Shafik also described the vote as "too close to call."

The spokesman accused the Brotherhood of divisive tactics by trying to pre-empt the state election committee, but pledged to honor any result: "In the event that candidate Morsy is indeed successful," he said, "the first telephone call that he will receive will be from candidate Shafik."

Shafik would be willing to serve in a Brotherhood government or other post, he said, while the former air force commander would appoint an Islamist as one of three vice presidents as well as offer ministerial posts to the Muslim Brotherhood.

Either way, the election has shown strong support on both sides of a runoff that left many Egyptians disappointed at the elimination of other candidates in last month's first round. But many voted negatively - against Shafik because he was of the old government, or against Morsy and the prospect of religious rule.

The young, secular urban activists who were inspired by the overthrow of Tunisia's dictator to rise up against Mubarak in the Arab Spring have been dismayed by the success of the Muslim Brotherhood, based on its decades of clandestine organization. But many put aside their qualms to back Morsy in the runoff.

"Any attempt to impose Shafik, any attempt at manipulation by the military council to impose him on us, will take Egypt into a period of instability and tension," Ahmed Maher, of the April 6 youth protest movement, told Reuters.

"We will take to the streets and protest."

WESTERN QUALMS

Whoever is declared winner, the next president's powers have already been curbed in the last-minute decree issued by the army after it ordered the Islamist-led parliament dissolved.

The European Union on Wednesday joined the United States, both major aid donors, in expressing "concern" at what the army moves meant for a promised transition to democracy. But with the Egyptian army still, as it was throughout Mubarak's 30 years in power, a major ally in the confrontation with militant Islam, Western pressure on Cairo's generals may be limited.

On Tuesday, election monitors from the Carter Center, founded by former U.S. President Jimmy Carter, who brokered the peace between Egypt and Israel that unlocked U.S. aid, said they could not call the election free and fair as they were denied sufficient access to polling stations and results collation.

Brotherhood supporters and others staged a protest on Tuesday against the army's decree to limit the president's role and retain powers. A movement official, Osama Yassin, said on Wednesday he was calling on supporters to set up open-ended vigils in town squares across the nation to make their demands.

"We reject the overturning of the popular will," he said.

But Saad al-Katatni, speaker of the dissolved parliament, said the Brotherhood would not fight back with violence the way Algerian Islamists did after the army there cancelled a vote they had won in 1992, touching off a decade of bloody civil war.

"We are fighting a legal struggle via the establishment and a popular struggle in the streets," Katatni said. "This is the ceiling. I see the continuation of the struggle in this way," he told Reuters in the first interview since the dissolution.

"What happened in Algeria cannot be repeated in Egypt."

Vampire spiders, as the name suggests, like blood. And they feast on blood-filled mosquitoes to get it. But only female mosquitoes suck blood. So how do spiders home in on the ladies?

To find out, researchers, well, took apart a bunch of mosquitoes. Then they mixed and matched body parts. They glued female heads onto male abdomens and male heads onto female bodies, some of which had blood-filled bellies. Then they let the spiders loose near these reassembled specimens, and watched to see which ones the spiders stalked.

As the researchers predicted, the spiders paid close attention to the abdomen, pouncing on the Frankensquitos filled with blood. But the spiders also kept an eye?or eight eyes?on the mosquitoes' heads. Males have lush, feathery antennae. The females aren't as showy. So if the spiders couldn't see the belly they went for female-headed skeeters, presumably for the better odds of scoring blood. The research is in the Journal of Experimental Biology. [Ximena J. Previous studies have shown that blood meals give vampire spiders a perfume that's irresistible to the opposite sex. Now that?s what I call blood lust.

Judge Says Pension Fund Can't Seek Bankruptcy Protection ? NPR ...

Earlier this year, the pension plan of a U.S. territory in the Pacific Ocean became the first pubic U.S. pension fund to file for bankruptcy. The fund ? for the Commonwealth of the Northern Mariana Islands ? had been in financial trouble for years, largely because the government of the islands hadn?t kept up with the payments it was required to make into the fund.

The legal case hinged on a single important question: Is a pension fund separate from the government or part of it? Under U.S bankruptcy law, commonwealths and states themselves cannot file for bankruptcy.

The CNMI may be small, but this case has ramifications for much larger pension funds all across the U.S. that are facing shortfalls.

As law professor David Skeel told us recently, this case could set a key precedent for other funds.

?

?Folks who do not want pension funds to be able to file for bankruptcy or to restructure are probably watching with terror, ? said Skeel. ?Folks who think there is no alternative but to figure out a way to restructure the pension I think are watching to see if this is another avenue.?

Right now, it looks like this other avenue is blocked. A U.S. bankruptcy judge in Hawaii has issued a tentative ruling to dismiss the case.

The judge wrote that the Northern Mariana Islands Retirement Fund is ?a ?governmental unit?? and therefore ?not eligible for relief under chapter 11 of the Bankruptcy Code.?

But what he said after that is intriguing. He took time in his ruling to defend the trustees of the Fund for pursuing this route:

The trustees of the Fund should be praised, not criticized, for commencing this case. The trustees find themselves in an intolerable position. The Fund for which they are responsible is caught between an irresistible force ? obligations to retirees which it cannot pay ? and an immovable object ? the government, which has persistently failed to pay its debt to the Fund. The trustees? attempt to find a solution to this dilemma is creative and praiseworthy even though I am inclined to rule that it cannot succeed. Congress did not intend that the Bankruptcy Code could solve all problems, least of all the financial problems of governmental units.

The attorney for the fund, Brad Huesman, told the local paper, the Saipan Tribune, that the fund hasn?t decided whether or not it will appeal the ruling. He says the pension fund is weighing its options.

One option that is reportedly being discussed is dissolving the fund and having the CNMI Department of Finance take over responsibility for paying out the benefits. The Fund?s administrator, Richard S. Villagomez, hates that idea.

?Having the Fund?s assets under the control of the entity that owes it the most money and is responsible for remitting contributions is analogous to the ?fox guarding the henhouse,? ? Villagomez told the Marianas Variety.

This new option ? the government of the CNMI taking over the fund ? could foreshadow what may happen to other struggling pension funds here in the continental U.S.

Dick Ingram, executive director of the Illinois Teachers Retirement System, recently told us if his pension fund ran out of money, it would just become part of the state. That?s similar to what?s being proposed in the CNMI.

?The state law says the state has to pay the benefits if we can?t, so at that point we become just an administrator and send them the payroll and they pay it, ? said Ingram.

Nor does it indicate that Friday?s stinker of a jobs report by itself makes a Romney victory more probable. Many other important economic indicators will be released in the months to come.

What it means is that Mr. Romney has improved on the margins in some important underlying indicators and thus may be less vulnerable than Democrats believe to some of the Obama camp?s favorite attacks.

(Yes, that?s a mouthful. We?re trying to keep pesky political scientists from blogging that we?ve gone wild and crazy and overinterpreted a few poll results.)

For the presumptive GOP nominee, the most important trend of May might be that voters are judging him a bit more positively. In the latest Gallup results, from earlier this month, his favorable rating hit a new high of 50 percent. His unfavorable rating is 41, meaning he?s at a plus-8 in this overall measurement.

As recently as February, Romney?s Gallup favorable was only 39 percent. What?s changed is that Republicans? views of him have gotten much more positive, rising by 22 percentage points in the past three months. He?s doing better among independents, too, with a corresponding 11-point increase.

What?s fueling this? Perhaps it?s the simple fact that he beat all his GOP rivals. Winners look better just for having won.

?Presidential candidates typically get a spike in their favorable ratings in the wake of winning the nomination,? writes Gallup?s Jeffrey M. Jones.

Other polls show this same movement, though not all have Romney?s personal popularity at more than 50 percent. For instance, a new Washington Post-ABC survey has Romney with a 41 percent approval rating, up from 35 percent a month ago. President Obama still leads Romney in this measure ? 52 percent of Americans view the incumbent positively, according to Post/ABC numbers. But the gap is narrowing. In April Mr. Obama led in approval by 21 points. Now it?s 11, according to this survey.

And this surge happened at a time when the Obama campaign was increasingly turning its attention to an attempt to define Romney in a negative manner. Remember all that stuff about Romney?s record at Bain Capital?

Plus, Romney has not exactly had easy treatment from the press. There was the Washington Post report about the teen Romney leading a hair-cutting bully attack, plus all the will-Mitt-repudiate-Donald-Trump stories. It?s possible all that will show up in a future survey or be taken into account in some longer-term manner. But at the moment it doesn?t appear to be driving Romney down in the polls.

While expected, ?the recuperation in Mr. Romney?s favorability numbers ... reduces the risk that his personal qualities might cause him to lose an election that he otherwise would have won,? wrote New York Times polling analyst Nate Silver on his FiveThirtyEight blog recently.

The other number that?s looking a bit better for Romney is his rating with Republican women. In the Post/ABC poll, his approval rating among GOP-leaning women has jumped to 80 percent, up from 59 percent the month before.

Romney still rates poorly among Democratic women. That pushes his overall favorable rating among women down to 40 percent. But the gains among women in his own party have virtually closed his gender gap, at least in this latest survey. Women and men view him in about the same light.

Overall, the RealClearPolitics rolling average of major polls has Obama maintaining a slight edge over Romney of 2.5 percentage points.

Pro and anti-Syrian groups clash in north Lebanon

BEIRUT (AP) ? Security officials say clashes between pro and anti-Syrian groups in the northern Lebanese city of Tripoli have killed at least one person and wounded five.

The officials say the fighting started shortly before midnight Friday and continued Saturday. The officials spoke on condition of anonymity in line with regulations.

Lebanon and Syria share a complex web of political and sectarian ties and rivalries, which are easily enflamed. Clashes in Tripoli last month killed at least eight people in a spillover of the conflict in Syria.

The split is between Sunni Muslims who support Syrian rebels trying to oust President Bashar Assad and members of the tiny Alawite sect, an offshoot of Shiite Islam. Alawites are Assad's most loyal supporters.

BEIRUT (AP) ? The U.N.'s top human rights body voted overwhelmingly Friday to condemn Syria over the slaughter of more than 100 civilians last week, but Damascus appeared impervious to the crescendo of global condemnation following a string of horrific massacres.

Syria's most important ally and protector, Russia, voted against the measure by the U.N. Human Rights Council in Geneva. Russia has refused to support any move that could lead to foreign intervention in Syria, Moscow's last significant ally in the Middle East.

New bloodshed was reported across Syria on Friday, with troops firing on protesters and more execution-style killings coming to light, while U.N.-Arab League envoy Kofi Annan urged Syrian President Bashar Assad once again to stop the violence.

As Russian diplomats in Geneva dismissed the resolution as "unbalanced" and voted against the text, Russian President Vladimir Putin promised to press the Syrian government for an end to the violence and insisted a political solution was still possible despite mounting frustration over the lack of diplomatic progress.

"It requires a certain professionalism and patience," Putin said in Germany.

Russia, along with China, has twice used its veto power to shield Syria from U.N. sanctions.

Although Syria has come under deep international isolation since its forces launched a ferocious crackdown on dissent nearly 15 months ago, the May 25 massacre in a cluster of villages known as Houla has brought a new urgency in calls to the crisis.

"Syria is on the edge, it is on the edge of a catastrophic situation, if we can imagine one even worse than the current situation," British Foreign Secretary William Hague said on the sidelines of a conference in Turkey.

A majority of countries in the 47-nation rights council supported a U.S.- and Arab-led resolution condemning the "outrageous use of force against the civilian population" in Houla.

"We believe that the acts committed by the Syrian regime may amount to crimes against humanity and other international crimes, and demonstrate a pattern of widespread and systematic attacks against civilian populations," Hague said.

He said evidence from U.N. observers and independent witnesses confirmed that security forces shelled Houla and that "government militia then went house to house slaughtering entire families without compassion or mercy."

New satellite images posted on the website of U.S. Ambassador to Syria Robert Ford showed signs of what look like freshly dug mass graves. A senior intelligence official speaking on condition of anonymity because he was not authorized to do so publicly, confirmed the authenticity of the images.

Only Russia, China and Cuba voted against the resolution, with Uganda and Ecuador abstaining. The Philippines was absent.

The resolution blamed "pro-regime elements" and government troops for the massacre. But Moscow echoed the Syrian government's explanation for the killings, blaming rebels that the Kremlin says are trying to stir up a civil war.

Russian Foreign Ministry spokesman Alexander Lukashevich said the Houla massacre was a well-planned attempt to thwart a political solution to the crisis and "lead the situation in Syria to a new circle of gory violence."

Moscow's pro-Syria stance is motivated in part by its strategic and defense ties to Damascus, including weapons sales. Russia also rejects what it sees as a world order dominated by the U.S.

Speaking late Friday in Paris, Putin said Russia was not backing the Syrian regime, but trying to "reduce the violence to a minimum."

"We are not for Bashar Assad or for his adversaries. We want to arrive at a situation where the violence is ended and the possibility of a civil war is completely avoided," he said.

U.S. Secretary of State Hillary Rodham Clinton said she doesn't quite buy the claim that Moscow is neutral in the Syrian conflict, saying in Oslo that Russia is viewed in the United Nations, in Damascus and around the world "as supporting the continuity of the Assad regime."

"The continued supply of arms from Russia has strengthened the Assad regime," and "that Russia has maintained this trade ... has raised serious concerns," she said.

Activists say as many as 13,000 people have died in Assad's crackdown against the anti-government uprising, which began in March 2011 amid the Arab Spring. One year after the revolt began, the U.N. put the toll at 9,000, but many hundreds more have died since.

Despite the relentless violence, the Houla massacre stands out for its sheer brutality. Many of the dead were women and children who were gunned down in their homes.

Since then, two other mass killings were reported, both on Thursday. Thirteen bound corpses, many apparently shot execution-style, were found in the eastern province of Deir el-Zour, near the Iraqi border. Gunmen also killed 11 people on their way to work at a state-owned fertilizer factory in the central province of Homs, activists said.

There is no clear idea of who carried out the killings, although both sides traded blame.

U.N. deputy spokesman Eduardo del Buey said the U.N. has sent two teams to the area of the reported killings. "We cannot yet confirm the reports but teams are right now working on this," del Buey said in New York.

The violence has grown increasingly chaotic in recent months, and it is difficult to assign blame for much of the bloodshed as the country spirals toward civil war. The government restricts journalists from moving freely, making it nearly impossible to independently verify accounts from either side.

While Putin urged patience in the crisis, Annan called for immediate action, saying Assad must take bold steps to end the violence.

"I know we are all impatient, we are all frustrated by the violence, by the killings," Annan told reporters in Beirut. "We really want to see things move much faster."

Annan is trying to salvage a peace plan that he initiated six weeks ago, which calls for a cease-fire by both sides. The plan has never really taken hold, but world leaders have pinned their hopes on it, since the U.S. and others are unwilling to get deeply involved in another Arab nation in turmoil.

On Friday, activists said Syrian security forces fired on thousands of protesters in different parts of the country as crowds poured into the streets to mark the Houla massacre.

An amateur video said to be taken in the posh Damascus neighborhood of Mazzeh showed scores of people inside a mosque chanting "Death is better than humiliation!" and accusing the Syrian army of being traitors.

Protests erupted in the capital Damascus, the southern province of Daraa, the northern regions of Idlib and Aleppo, Latakia on the coast and Hama and Homs in central Syria.

The Britain-based Syrian Observatory for Human Rights said the shooting at protesters occurred in Daraa, the suburbs of Damascus, and Aleppo, the country's largest city.

Several people were reported killed, but there was no way to confirm the toll.

On Friday, the Red Cross said thousands of people who have been displaced because of the Houla massacre need urgent help.

"People left everything behind as they ran for their lives," said Marianne Gasser, the head of the ICRC delegation in Syria. "Most of the displaced are women and children."

Many are taking shelter in schools and other public buildings in a nearby village.

"There was not enough food, water and medicine for everyone, which put a great deal of pressure on the small village," she said.

Del Buey, the U.N. deputy spokesman, said 210 detainees in Damascus and 13 in Daraa were released Thursday in the presence of U.N. military observers. He stressed that U.N. Secretary-General Ban Ki-moon and Annan "have said repeatedly we must see the release of all detainees being arbitrarily held and that clearly many more must be released."

Gen. Robert Mood, head of the U.N. mission, welcomed the release.

"This is a positive act in these challenging times," Mood said in a statement.
